PENGARUH DANA ALOKASI KHUSUS (DAK), DANA ALOKASI UMUM (DAU), DAN BELANJA MODAL TERHADAP TINGKAT KEMANDIRIAN KEUANGAN DAERAH (STUDI KASUS PADA KABUPATEN/KOTA DI PROVINSI PAPUA BARAT PERIODE 2017–2022)
Abstract
This study aims to empirically prove the effect of the Special Allocation Fund (DAK), General Allocation Fund (DAU), and Capital Expenditure on the Level of Regional Financial Independence (TKKD) in Regencies/Cities within the West Papua Provincial Government. The research population comprises the Budget Realization Reports (LRA) of all 13 Regencies/Cities in West Papua Province from 2017 to 2022. Using a census sampling method and eliminating outlier data (relying on Z-score criteria beyond the +2.5 to -2.5 range, which eliminated Sorong, Kaimana, and Maybrat regencies), a final sample of 60 observations was obtained from 10 regencies/cities across 6 years. The analysis tool utilizes a dynamic multiple linear regression model with SPSS version 27. The results of this study indicate that, partially, the Special Allocation Fund (DAK) has a positive but insignificant effect, the General Allocation Fund (DAU) has a negative and insignificant effect, and Capital Expenditure has a negative and insignificant effect on the Level of Regional Financial Independence (TKKD). Conversely, the Lagged Dependent Variable (LAG_Y) exhibits a highly significant positive partial effect. Simultaneously, DAK, DAU, Capital Expenditure, and LAG_Y have a highly significant joint effect on TKKD with an Adjusted R-Square value of 0.687, indicating that 68.7% of the variation in regional financial independence can be explained by the model, while the remaining 31.3% is influenced by other variables outside this model.
