ANALISIS PENGELOLAAN ASET KENDARAAN BERMOTOR PADA SEKRETARIAT DAERAH KABUPATEN SORONG
Abstract
This research aims to determine how procurement, utilization, security, maintenance, and administration of motor vehicles are conducted at the Regional Secretariat of Sorong Regency. This study is a qualitative descriptive research utilizing both primary and secondary data sources. Data collection techniques include direct observation, in-depth interviews, and documentation. The key informants are the Assistant Secretary and the Assets Treasurer. The findings indicate that procurement has been executed according to real municipal needs utilizing the LKPP e-Catalog application and grant mechanisms. Vehicle utilization complies with the Minister of Home Affairs Regulation (Permendagri) Number 19 of 2016, employing a selective lend-use (pinjam pakai) framework. Security and maintenance are generally aligned with guidelines; however, physical and administrative aspects remain sub-optimal due to inadequate garage facilities for four-wheeled vehicles and incomplete Handover Minutes (BAST). While asset administration complies with standard reporting structures, data precision in the User Asset Cards (KIB B)—specifically license plates and ownership titles (BPKB)—must be enhanced.
