The RI-PNG border area has many problems. In this study, the authors would like to see the participation of border women living in Skouw Mabo, Skouw Sae and Skouw Yambe in the 2018 provincial governor election. This is in line with the noble ideals of the state that has ratified the convention for the elimination of all forms of discrimination against women in Act No. 7 of 1984. This research will be conducted in the above three villages specifically for female border voters using qualitative research method with descriptive analysis. The output or outcome of this research is to get the comparison of female and male voters in the election seen in gender perspective in international relations and women’s participation rate which will impact on gender responsive development plan in RI-PNG border area.<br /><br />

MRP is a cultural representation institution of indigenous Papuans that was formed since the enactment of Special Autonomy for Papua province. The MRP is expected to act as a protective body, tongue-tongue and fight for the basic rights of indigenous Papuans. This article is the result of research on the role of MRP in fighting for indigenous people of Papua. This study used a descriptive qualitative approach with data collection using literature study and interviews on selected informants from academics and MRP members. The results show that MRP as a cultural institution has a strategic role as an institution of aspiration of indigenous Papuans. MRP as a formal political institution is based on the cultural role to uphold and fight for the rights of indigenous Papuans. The MRP’s role and efforts are also not only dimensionless in enhancing the fulfillment of basic rights and the giving of justice, but supporting the political and democratic arrangements for Indonesia, especially in Papua<br /><br />

This article examines the working mechanism of Village-Owned Enterprises in managing tourism village potential in Bleberan Village, Gunungkidul Regency. In an effort to explore this problem, we use qualitative research. Data was collected through interview, observation, and documentation methods. Data analysis is done by data selection, data display, and conclusions. The findings are that Bleberan tourism village generates billions of rupiah in income from tourists visiting each year. The amount of income earned each year makes the manager of the tourist village business unit close themselves to the management of tourist areas and the income that has been obtained, thus causing the main problem faced by BUM Desa institutionally in managing village potential.

This article discusses the urgency of implementing Participatory Oversight in the process of organizing regional head elections, namely the election of the Governor and Deputy Governor of Papua Province in 2018, especially in the Jayapura city area. Based on the results of the research, strong collaboration and synergy between the Election Supervisory Body in the Jayapura City Panwaslu and Jayapura City community as voters is needed. the involvement of several community groups that pay great attention to the implementation of the General Election which takes place honestly and fairly communicates intensively with the Jayapura City Panwaslu. This increased collaboration between Jayapura City Panwaslu and civil society groups is the key to increasing participatory supervision with the community in the election of the Governor and Deputy Governor of Papua Province in 2018 in the Jayapura City area.

This research analyzes the resistor factors of Owned-Village Enterprise Performance (BUM-Desa/OVE-village) SEJAHTERA in the development of Bleberan Tourist Village in the Playen sub-district, in the regency of Gunung Kidul. It explains various factors that become barriers for the performance of BUM- Desa (OVE-village) Sejahtera which is ineffective in developing Bleberan tourist village. Methodological approach applied in this research is qualitative-descriptive in the particular case. Interview, Observation and documentation are used to gather the data. While data analysis technique is using some steps, there are; selecting data, conducting displaying data, and then concluding the data. In order to gain objective and credible result of research, triangle technique has applied in examining the validity of data. Based on this research, it shows that the performance of BUM-Desa Sejahtera is ineffective because of various factors; (1) the occurring of inconsistency in communication, (2) abuse of authority (3) irregularities of officer (4) lacking of SOP in operating the tasks and the functions.<br /><br /><br />

This article discusses the politicization of the public sector in various countries that have positive and negative sides. The method of discussion uses a comparative approach to case studies between Indonesia and various other countries. Based on the results of the discussion, it was found that empirically in Indonesia, state administration was strongly influenced by environmental factors (ideology, politics, law, economy, military, social and culture), so that a successful paradigm in one place would not necessarily be successful in another . In fact, government affairs are not only related to how to carry out public services, but also regarding how to carry out development and improve people’s welfare. In developed countries no longer dwell on efforts to accelerate development (development acceleration) and increase economic growth because these countries are relatively stable, public services are a strategic priority program. However, for developing countries, public services may not be a priority agenda because they are still trying to pursue growth and improve development.<br /><br />
