IMPLEMENTASI PROGRAM PENELUSURAN DAN PENGEMBANGAN POTENSI PUTRA-PUTRI PAPUA (P5) ASAL KABUPATEN JAYAPURA PROVINSI PAPUA
Abstract
This paper is a result of research on community empowerment program in the field of human resources raised by the Local Government of Jayapura Regency through Search and Development Program Potency of Putra-Putri Papua (P-5) Origin of Jayapura Regency of Papua Province. The method used is descriptive qualitative. The results of this study indicate that the seriousness of Jayapura District Government regarding P-5 Program is visible in the continuation of the program but prepares employment for P-5 participants. In addition, the government’s response in addition to the target group’s response is quite diverse, the groups that provide support are those who enjoy the Program while those who do not provide support are those who are harmed. The high percentage of non-graduation of these students shows that the willingness of human resources to obtain out of P-5 program is not maximal especially the quality of teachers in junior high and high school / vocational high school. Supporting resources in the form of Special Autonomy Fund Allocation to finance the P-5 Program of Rp. 39.726.415.381, - and tend to increase from year to year. The P-5 program is controlled by the Regional Personnel Board of Jayapura Regency. It is clear there are peculiarities in terms of basic tasks and functions of the OPD. Ideally the responsibility of the Office of Education and Culture of Jayapura Regency.Downloads
